Total imports from January to November 2017 were 373,900 tons, a decrease of 15,200 tons or 4.24% from the same period of last year, of which the most important was the increase in the use of petroleum pipelines. From January to November, the total import volume of seamless pipes was 165,100 tons, an increase of 2.73%; the total import volume of welded pipes was 208,800 tons, a year-on-year increase of 5.53%. In addition, from the perspective of regional division, China's welded pipes are mainly imported from Japan, South Korea, Germany, and China Taiwan, and their imports account for more than the total imports. The major importers of seamless pipes are Japan, Germany, and the United States.

China's steel pipe export data for 2017: From the trend of 15-17 years, China's export volume as a whole showed a declining trend; of which, the total steel pipe exports from January to November 2017 were 7,380,900 tons, down by 1.02 million tons in the same period of last year, a decrease of 12.1%. In January-November, 2017, the total number of domestic seamless pipes exported was 3.6668 million tons, a year-on-year decrease of 8.78% or a decrease of 349,300 tons. The total volume of welded pipe exports was 3,751,100 tons, a year-on-year decrease of 13.8% or a decrease of 601,900 tons; the cumulative quantity of welded pipe imports was 208,800 tons, an increase of 5.53% over the same period of last year. However, due to factors such as trade friction and high domestic steel prices in 2017, exports declined slightly. The main reason: First, this year, various domestic steel mills have different degrees of production restrictions, inhibiting export production; Second, high domestic profits, and high steel prices are not conducive to steel exports, the lack of price advantage.

On March 9th 2018, Beijing time, US President Trump signed an order to impose tariffs of 25% and 10% on steel and aluminum imports from the United States 15 days later. The tax is for all countries that export steel and aluminum to the United States, but Canada and Mexico receive a 30-day tariff exemption.

From the current China's direct export to the United States of the steel species structure, China's steel exports to the United States are mainly other steel (such as steel wire, steel pipe joints, etc.), in 2017, other steel exports accounted for 45% of total steel exports to the United States. Followed by pipes, plates, rods and wires, the “double reverse” is mainly aimed at pipes, plates, rods and wires. If the “double reverse” trade remedy measures have already reflected the export impact of these varieties, then the latter will be added. The 25% tariff will be more directly reflected in other steel export categories.
